April Norton, Housing Director
April has spent the past decade developing programs and projects that help communities thrive. Through her work at the LOR Foundation, she engaged with rural landscapes and people throughout the Intermountain West, working on projects that included land and water conservation and affordable housing. In 2016, she joined the Jackson/Teton County Housing Department as it’s first director, focusing on partnerships to create affordable housing in the Jackson Hole area.
Currently, she serves as a board member for the Community Safety Network, advisory board member for Legacy Works Group, and is a member of the lunch Rotary Club. She is a past board member for Teton Youth and Family Services, Southern Teton Area Rapid Transit (START), and Yellowstone-Teton Clean Cities Coalition. In her spare time she enjoys playing outside with her two young children, husband and dog, and cheering on her beloved Clemson Tigers.
Stacy Stoker, Housing Manager
Stacy Stoker has worked at the Jackson/Teton County Housing Department since 2004 and was born and raised in Teton County. She has a Bachelor’s degree in Public Administration. Before Stacy worked for the Housing Department, she was self-employed as a mortgage broker, and also owned and operated two other businesses in town. Stacy is currently serving on the board of Pioneer Homestead. In her free time, Stacy enjoys playing golf, camping, hiking and swimming.
Kristi Malone, Housing Supply Specialist
Kristi moved to Jackson full-time in 2014 to work as an Associate Planner for Teton County after spending several summers working seasonally in Grand Teton National Park. Since then, she moved up to the Senior Long-range Planner position before transitioning to her current role as Housing Supply Specialist. Kristi holds a B.S. in Environmental Studies and a Master’s in Urban and Regional Planning. She appreciates the opportunity to engage at the nexus of land use and social needs to help our community realize shared values and vision. Outside of work, she enjoys swimming, camping, and her dogs.
Billi Jennings, Sales Coordinator
Billi has been with the Housing Department since May of 2006. Billi moved to Jackson in 1986 and since moving here, has worked in retail, banking, as well as a 3 year stint with the Jackson Hole Conservation Alliance. Billi, a mother of 3 grown children, and 2 grandchildren, made her home in Jackson until summer of 2007 when she moved to Alpine, WY. In her spare time she can be found watching her favorite Broncos team play football, and spending time with family and friends.
Shila Morillon-Arellano, Compliance Specialist
Shila has called Jackson her home for about 22 years. She has worked for Teton County Government for approximately four years and is now continuing with the Housing Department. She is currently pursuing a criminal justice degree at CWC and hopes to remain in Jackson so she can keep serving her local community. Shila desires to push the barrier of inclusivity within our community so that no person hesitates to ask for assistance because of a language barrier. On weekends Shila loves to go on hikes, have lake days, and learn new activities with family and friends. She hopes to help the community in her position as Compliance Specialist, and also to be involved in other organizations that benefit the Hispanic community.
Claudia Juarez, Housing Analyst
Before coming to the United States, Claudia completed 4 years of law school in Mexico. Once coming to the U.S. she owned and operated her own business in Utah. She moved to Wyoming in 2019. Prior to working at the Housing Department, Claudia, was a Client Service Specialist at One22 Resource Center. She is passionate about helping the community, and has a special place in her heart for the Hispanic Community. She volunteers as an Interpreter for the Vita Program. Outside work Claudia enjoys cooking, dancing, and family time.
