Housing Authority Board
What is the "Housing Authority"?
The Jackson/Teton County Housing Authority (JTCHA) is a separate entity from the Affordable Housing Department. It is a regional Housing Authority under the Town of Jackson and Teton County. It exists to purchase and own properties for affordable workforce housing.
HAB Role
The Housing Authority Board advises Housing Department staff on managing Housing Authority properties, reviews and approves or denies Critical Services Provider applications, hears appeals of decisions made by the Housing Manager, and provides recommendations to elected officials regarding the Housing Department’s Rules and Regulations.

Housing Authority Board Members
Annie Kent Droppert, Housing Authority Board Chair
Term: February 2, 2024 - February 1, 2029
Annie a partner at Geittmann, Larson, and Swift LLP and owns an Attainable Home through the Jackson Teton County Housing Authority. She is also the head coach of the Jackson Hole Lacrosse Club’s U15 Girls’ team.
Annie’s interest in affordable housing began when she worked as a Legal Extern for the Town of Jackson in 2013. Her interest has only grown as she’s watched friends leave the valley because of the lack of affordable housing. Prior to moving to Jackson, Annie earned a Bachelor of Arts degree in finance from the University of Washington and a Juris Doctorate from Lewis and Clark Law School.
Sarah Koznek, Housing Authority Board Vice Chair
Term: February 4, 2026 - January 31 , 2031
Sarah is a wellness professional and small business owner who moved to Jackson in 2011 and proudly calls this community home. In 2021, she purchased a Workforce condo and has firsthand experience navigating the policies and procedures of the Housing Department. That experience has given her valuable insight into the complexities of fair and attainable housing, and the importance of thoughtful policy in supporting a healthy community.
Sarah is passionate about representing working residents and contributing a grounded, community-based perspective to housing policy decisions. She is committed to helping ensure Jackson remains a place where people who live and work here can continue to build stable, meaningful lives, now and in the future. When she is not working, you will often find her enjoying time outdoors and connecting with nature.
Sheryl Newton, Housing Authority Board Clerk
Term: February 18, 2025 - February 17, 2030
Sheryl is originally from Monterey, California. She moved to Jackson after following her late husband here to ski in Jackson Hole. What started as a leap of faith quickly became home. She has been a Jackson resident since 1996 and feels incredibly grateful to have raised her two children here. Sheryl currently works as the Community Manager of Aspen Meadows Apartments. Prior to that, she spent many ears in hospitality management, a career path that always seemed to come with the perk of living in some pretty incredible places. Outside of work, you will usually find her skiing or taking long nature walks with her dog, Sam.
