Recreation Center Scheduling Policy

Purpose
To establish a policy whereby staff can reserve, schedule, and utilize the Teton County/Jackson Community Recreation facility for the public in a fair and consistent manner that represents the mission and values of the organization, and provides equal opportunities for all user types and interests. The following policies reflect general public and non-profit use. Non-profit organizations shall be required to provide proof of status to be eligible for non-profit use and pricing. For profit organizations and businesses shall receive last priority of scheduling use. For profit organizations and businesses are not eligible for resident discount rates.
Rockchuck Aquatic Facilities
- Lap Pool - 25 Yard pool with 8 competition lanes and 1 meter diving board.
- Leisure Pool - Shallow recreation pool with various water features (mushroom, waterfall, etc.) and small water slide.
- Splash Pool - Shallow recreation pool with two primary distinct areas utilized for tower slide splash down, general play and water fitness.
- Therapy Pool - Medium depth pool utilized for therapy, rehabilitation, and water safety instruction.
- Hot Tub - Shallow warm water spa with benches and therapy jets.
Gymnasiums
- Traverse Gymnasium - Full-court gymnasium with rubberized multi-sport surfacing, striped for basketball, pickleball and badminton.
- Prospector Gymnasium - Full court gymnasium with wood floor surfacing, striped for basketball, volleyball, and soccer.
- Davey Jackson Gymnasium - Full court gymnasium with wood floor surfacing, striped for basketball and volleyball. Facility is owned by Teton County School District and is under a shared use agreement.
Climbing
- Teton Climbing Gymnasium - Climbing gymnasium is made up of top rope climbing and boulder features.
- Eagles Rest Bouldering - Climbing Mezzanine made up of bouldering features, inclusive of a “Moon Board”.
Fitness Studios
- Raven Peak Studio - Multi-purpose fitness studio with primary function to support spin cycle equipment and classes.
- Owen Studio - Multi-purpose fitness studio for general fitness classes and Connexus programs.
- Moran Studio - Multi-purpose fitness studio to support a wide variety of fitness classes along with other general use.
Multi-Purpose Rooms
- Cloudveil Room - Multi-purpose meeting and training room with presentation and multimedia technology systems.
- Teewinot Room - Multi-purpose activity and training room, supports toddler programming and birthday party rentals.
1-1. ACCESS TO ROCKCHUCK AQUATIC FACILITIES FOR ROUTINE DROP-IN PUBLIC USE
Aquatic facilities shall be reasonably accessible and available to the general public. Public access/swim time shall be as consistent and predictable as possible.
General Guidelines for Amount of Public Access:
Lap Pool
- At all times a minimum of two lanes shall be available to the public (Exception only during special events, swim meets and afternoon girls high school team practice)
- A minimum of four lanes shall be available for public lap swim Monday through Friday from 6:00AM to 8:00AM, and 10:00AM to 3:30PM (Exception only during special events/meets).
- A minimum of six lanes shall be available for public lap swim Saturday and Sunday from 12:00PM to 1:00PM, and general public recreational use from 1:00PM to 7:00PM (Exception only during special events/meets).
- A minimum of six lanes shall be available for general public recreational use Monday through Friday 3:00PM to close from Memorial Day to Labor Day.
- At all times a minimum of six lanes shall be available for public adult (12 years old minimum) lap swim Monday through Friday from 6:00AM to 8:00AM and 11:00AM to 1:00PM (Exception only during special events/meets).
Leisure Pool
- Leisure pool shall be available to the public a minimum of Monday through Friday from 3:00PM to close (September through Memorial Day) and 1:00PM to close (Memorial Day through August), and Saturday through Sunday 1:00PM through 7:00PM (Exception only during special events/meets).
Splash pool
- Splash pool shall be available to the public, a minimum of 50% of public leisure open swim.
Therapy Pool
- Therapy pool shall be available for drop-in use a minimum of 50% of the open public swim time, and always available for drop-in Monday through Friday from 10:00AM to 3:00PM
- Exclusive use reservations shall only be for general client use and shall be restricted between the hours of 1:00PM to 4:00PM Monday through Friday.
Hot Tub
- The hot tub shall be available for drop-in use during all open swim times.
1-2. REQUIREMENTS OF ORGNIZATIONS/CLUBS/TEAMS OFFERED USE OF ROCKCHUCK AQUATIC FACILITIES
To maintain compliance with State, Local and Department codes, and policies, and ensure all users of the facilities are provided a safe and accessible aquatic experience, the following requirements shall be met:
- Organizations/Clubs/Teams shall be responsible for providing one certified lifeguard per 1-40 swimmers. Current documentation of lifeguard shall be provided to staff and held on file prior to any exclusive pool use. Requests may be made to the department to provide a lifeguard at an additional fee and upon availability of staff.
- Organization/Clubs/Teams provided lifeguard shall be required to dress out for lifeguard services and shall not share responsibilities of coaching or instructing.
- All outside equipment, accessories, etc. shall be approved by staff prior to use.
- Organizations/Clubs/Teams approved to utilize their own equipment may store said equipment on the deck within department approved storage containers, upon available space. Organizations/Clubs/Teams shall be responsible for the purchase of storage containers, along with the upkeep of all equipment.
- Organizations/Clubs/Teams may utilize department equipment upon special request and approval by staff.
2-1. ACCESS TO GYMNASIUM FACILITIES FOR ROUTINE DROP-IN PUBLIC USE
Gymnasium facilities shall be reasonably accessible and available to the general public. Public access/open use time shall be as consistent and predictable as possible.
General Guidelines for Amount of Public Access:
Traverse Gymnasium
- A minimum of 40% of the available open facility hours Monday through Friday shall be maintained for open/drop-in use. No program specific equipment shall be erected during these times that may restrict general public use (Exception only during special events/Tournaments).
- A maximum of 12 hours of drop-in open (part of base admission to facility) Pickleball may be scheduled per week from October to May.
- A minimum of 60% of the available open facility hours Saturday through Sunday shall be maintained for open/drop-in use. No program specific equipment shall be erected during these times that may restrict general public use (Exception only during special events/Tournaments).
Prospector Gymnasium
- A minimum of 25% of the available open facility hours Monday through Friday shall be maintained for open/drop-in use. No program specific equipment shall be erected during these times that may restrict general public use (Exception only during special events/Tournaments).
- A maximum of 9 hours of drop-in open (part of base admission to facility) competitive basketball may be scheduled per week from October to May.
- A minimum of 25% of the available open facility hours Saturday through Sunday shall be maintained for open/drop-in use. No program specific equipment shall be erected during these times that may restrict general public use (Exception only during special events/Tournaments).
Davey Jackson Elementary
- The facility shall be primarily used for Parks and Recreation programs and events, along with youth organization rental. Facility is generally restricted from public use Monday through Friday until 6:00PM.
2-2. REQUIREMENTS OF ORGNIZATIONS/CLUBS/TEAMS OFFERED USE OF GYMNASIUM FACILITIES
To maintain compliance with State, Local and Department codes, and policies, and ensure all users of the facilities are provided a safe and accessible experience, the following requirements shall be met:
- Organizations/Clubs/Teams shall be responsible to provide program participant supervision during program, as well as during beginning and ending program transitions.
- Program participant’s facility access is limited to that associated with program within the reserved time only.
- All outside equipment, accessories, etc. shall be approved by staff prior to use.
- Organizations/Clubs/Teams approved to utilize their own equipment may not store said equipment within the facility.
- Organizations/Clubs/Teams may utilize department equipment upon special request and approval by staff.
3-1. ACCESS TO CLIMBING FACILITIES FOR ROUTINE DROP-IN PUBLIC USE
Climbing facilities shall be reasonably accessible and available to the general public. Public access/open use time shall be as consistent and predictable as possible.
General Guidelines for Amount of Public Access:
Teton Climbing Gymnasium
- A minimum of 80% of the available open facility hours Monday through Friday shall be maintained for unrestricted open/drop-in use (Exception only during special events/Tournaments). A maximum of 20% of the available open facility hours Monday through Friday shall be restricted to adults (14 years old or older) open/drop-in use (Exception only during special events/Tournaments).
- A minimum of 100% of the available open facility hours Saturday through Sunday shall be maintained for unrestricted open/drop-in use (Exception only during special events/Tournaments).
Eagles Rest Bouldering
- A minimum of 60% of the available open facility hours Monday through Friday shall be maintained for unrestricted open/drop-in use (Exception only during special events/Tournaments). A maximum of 20% of the available open facility hours Monday through Friday shall be restricted to adults (14 years old or older) open/drop-in use (Exception only during special events/Tournaments).
- A minimum of 80% of the available open facility hours Saturday through Sunday shall be maintained for unrestricted open/drop-in use (Exception only during special events/Tournaments).
3-2. REQUIREMENTS OF ORGNIZATIONS/CLUBS/TEAMS OFFERED USE OF CLIMBING FACILITIES
To maintain compliance with State, Local and Department codes, and policies, and ensure all users of the facilities are provided a safe and accessible experience, the following requirements shall be met:
- Organizations/Clubs/Teams shall be responsible to provide one certified climbing instructor per 1-40 participants for Teton Climbing Gym facility rental. Current documentation of certification shall be provided to staff and held on file prior to any exclusive climbing facility use. Requests may be made to the department to provide certified instructors at an additional fee and upon availability of staff.
- Organizations/Clubs/Teams shall be responsible to provide program participant supervision during program, as well as during beginning and ending program transitions.
- Program participant’s facility access is limited to that associated with program within the reserved time only.
- All outside equipment, accessories, etc. shall be approved by staff prior to use.
- Organizations/Clubs/Teams approved to utilize their own equipment may not store said equipment within the facility.
- Organizations/Clubs/Teams may utilize department equipment upon special request and approval by staff.
4-1. ACCESS TO STUDIO FACILITIES FOR ROUTINE DROP-IN PUBLIC USE
Gymnasium facilities shall be reasonably accessible and available to the general public. Public access/open use time shall be as consistent and predictable as possible.
General Guidelines for Amount of Public Access:
- minimum of 20% of the available open facility hours Monday through Sunday shall be maintained for open/drop-in use for department classes and programs.
- A minimum of 40% of the available open facility hours Monday through Sunday shall be maintained for department enhanced fitness fee-based program use.
4-2. REQUIREMENTS OF ORGNIZATIONS/CLUBS/TEAMS OFFERED USE OF STUDIO FACILITIES
To maintain compliance with State, Local and Department codes, and policies, and ensure all users of the facilities are provided a safe and accessible experience, the following requirements shall be met:
- Organizations/Clubs/Teams shall be responsible to provide program participant supervision during program, as well as during beginning and ending program transitions.
- Program participant’s facility access is limited to that associated with program within the reserved time only.
- All outside equipment, accessories, etc. shall be approved by staff prior to use.
- Organizations/Clubs/Teams approved to utilize their own equipment may not store said equipment within the facility.
- Organizations/Clubs/Teams may utilize department equipment upon special request and approval by staff.
5. PROCESS FOR SCHEDULING USE OF COMMUNITY RECREATION CENTER FACILITIES
Individuals or groups interested in scheduling one—time exclusive use of all or any part of the facilities shall do so in writing (Recreation Center Facility Use Form) to the Recreation Center Manager a minimum of seven days prior to use time request. Larger events/programs requiring facility staffing coordination or facility closing shall be submitted a minimum of six weeks prior to event.
Individuals or groups interested in scheduling routine or on-going exclusive use of all, or any part of the facilities shall do so in writing (Recreation Center Facility Use Form) to the Recreation Center Manager a minimum of thirty days prior to use time request.
6. CONSIDERATION AND PRIORITIZATION OF USE REQUESTS OF COMMUNITY RECREATION CENTER FACILITIES
Staff shall work to accommodate all reasonable requests for use within the parameters of this policy.
Prioritization of requests for use shall be as follows in descending order:
- Teton County School District sanctioned athletic association aquatic only practices and events per Facility Use Agreement.
- Teton County/Jackson Parks and Recreation Department programming, community open public use and events.
- Teton County School District Learn to Swim Program for aquatic facility.
- Non-profit youth teams/clubs.
- Non-profit all ages organizations or individuals.
Upon a conflict of requested time/schedule or lack of available space the following guidelines shall be utilized to ensure fair and equitable access to the facility.
- No organization, club or individual shall be scheduled greater than (12) twelve hours per week of exclusive use.
- When more than one organization of a similar type and/or mission requests conflicting times, priority shall be given to the organization with the longest use tenure in the facility.
When more than one organization of a dis-similar type or mission requests conflicting times, priority shall first be given to the organization providing new or unique opportunities to the community.
7. COST
Per Teton County, Town of Jackson and Teton County School District agreement, Teton County School District programs shall be provided reasonable access to the facility at no indirect cost. Teton County School District shall pay the Department direct costs, such as lifeguards, water safety instructors, etc.
Organizations/Clubs/Teams and for-profit Businesses outside of Teton County School District programs shall be responsible to pay exclusive use facility rental fees for both in-direct and direct cost. Fees are assessed per the Departments approved fee policy and schedule. Organizations/Clubs/Teams/Businesses shall provide proof of general liability insurance as a condition of exclusive use.
Teton County/Jackson Parks and Recreation Program participants shall be responsible for specific program fees which includes access to the program specific facility for the participant only.
