The Jackson/Teton County Affordable Housing Supply Board is an advisory board that will counsel the Jackson/Teton County Affordable Housing Department Director on matters related to workforce housing supply in Teton County and the Town of Jackson. Ideal board candidates will have expertise in some or all of the following: site design, building design, housing finance, construction management, preservation/conservation, communications, land acquisition/sale, Federal/State housing programs, and livable communities.
Description of Duties: The board is intended to function in a highly collaborative and hands on manner, engaging in traditional and progressive approaches to housing supply. Examples of projects or tasks tackled by this board include: developing Requests for Proposals to develop workforce housing, creating capital programs, and vetting potential capital projects.
Board meetings are held the second Monday of each month from 7:30am to 9:00am at 320 S. King Street. Board members may participate remotely, as needed.

Matt has lived in Jackson for 14 years. He is in the Real Estate & Development business and currently volunteers for PAWS, Breakfast Rotary, former START Board, and Ducks Unlimited. Matt became a Jackson Teton County Housing Authority Board member to help effect change as the community is dealing with a large housing issue. Being in the real estate and development business gives him a good understanding of the regulations and helps him understand the challenges workforce and affordable housing faces as he deals with it on a daily basis. Matt enjoys living in Jackson because of the National Forests, Parks, community, philanthropy, culture, and the accessibility and ethos of the business leaders.

Kelly Lockhart is a Wyoming businessman with over 40 years of experience in land and real estate management. Born and raised on a farm near Pavillion, Lockhart’s agricultural roots have stuck with him throughout his entire life. He has also enjoyed a complimentary career in the financial industry. As a long-time resident of Teton County, Lockhart has volunteered for numerous boards and activities, planning, open space, and housing committees, and stakeholder groups over the past 38 years. Currently, Lockhart serves on the board of the Wyoming Business Council, committee chair and executive committee. He also serves on the Teton County Natural Resource Stakeholder Group, Housing Supply Board, and JH Working. In 1997, the Governor appointed Lockhart to the Board of Agriculture where he served as president from 1997-2001. He was Treasurer of the Jackson Hole Land Trust from 2003-2009, and served on the Teton County Planning Commission from 1987-1992. Lockhart has been a leader in the Teton County 4-H for 20 years and is the former president of the Teton Country Fair Board. Lockhart is a devoted husband, loving father, and proud doting grandpa. The family operates Lockhart Cattle Company, a vertically integrated grass-fed beef company and a registered Hereford operation that provides meat to local consumers and restaurants. The Lockhart family has run cattle in Jackson for six generations

Laurie has led the Jackson Hole Land Trust as President since 2005. During her time as President, she has successfully completed numerous land protection projects, placing nearly 6,000 acres in permanent protection to date. She has spearheaded two 5-Year Strategic Plans which currently guide the direction of the Land Trust, and expanded the reach of the Land Trust further into the Greater Yellowstone Area with the launch of the Wind River Program in 2007. Looking ahead, she continues to focus on land conservation in the priority areas of the Greater Yellowstone, and the integral role the Land Trust plays in the health of this ecosystem.
Prior to joining the Land Trust, Laurie held fundraising and program director roles at The Nature Conservancy (TNC) for seven years. As Southern Yellowstone Program Director, Laurie launched complex land projects and completed numerous land deals with federal, state, non-profit, and private stakeholders, monitoring many easements on foot and horseback with local landowners. As Director of Philanthropy for the Washington state office of TNC, Laurie raised over $12 million annually from individuals, foundations and corporations. Laurie’s previous work history includes experience in corporate, major gifts, and special event fundraising at Saint John’s Hospital and Health Center Foundation in Santa Monica, California. She holds a B.S. degree from Pepperdine University. An avid trail runner, skier, and angler, she enjoys exploring destinations near and far with her husband Perk Perkins and their four dogs. Laurie grew up on a peach orchard in northern California. Her passion for land conservation in Jackson Hole and the Greater Yellowstone is in part fueled by the memory of the open spaces and rolling agricultural landscapes of her childhood that are now gone forever.
